제18회 북한자유주간 마지막날인 30일(이하 미국 동부시간), 수잔 숄티 북한자유연합 대표는 11시 45분 경 워싱턴 D.C.에 있는 주미 한국대사관을 방문해 현재 중국에 억류돼 있는 탈북민 가족들의 한국 입국을 위해 한국 정부가 나서줄 것을 촉구하며, 문재인 대통령에게 보내는 서한을 전달했다.
서한에는 로버트 킹 전 북한인권 특사, 리처드 앨런 전 백악관 국가안보보좌관 등 미국 전직 관리 20여 명과 인권단체 대표 10명을 비롯해 40여 개 협력민간단체가 함께 이름을 올렸다.
이들은 서한에서 “저희는 현재 중국에 억류되어 있는 북한 남성들, 여성들, 그리고 아이들의 대한민국 입국을 도움으로써 이들의 생명을 구하기 위한 대통령님의 긴급한 조치를 요청하고자 이 서신을 보낸다”며 “현재 중국에 억류되어 있는 이들 대부분의 탈북민들은 대한민국에 입국하기 위해서 시도를 한 사람들”이라고 했다.
이어 “(문재인) 대통령님께서도 잘 아시다시피, 만약 중국이 이 탈북민들을 모두 북한으로 강제 귀한시키면, 이들 탈북민들은 수감되어 고문을 당할 것”이라며 “심지어, 더 나아가서, 이들 탈북민들은 대한민국에 가기 위해 시도했다는 ‘범죄’ 아래 사형을 당할 수도 있다. 현재 중국에 억류되어 있는 이들 탈북민들 대부분은 대한민국에 가족이 있는 사람들”이라고 했다.
특히 “저희는 대통령님의 가족들도 한때 난민으로서 상당히 불안정한 위치에 있었지만, 그 당시 대통령님의 가족들을 위한 누군가의 행동이 그 당시 대통령님과 대통령님의 가족들에게 안전을 보장해 주었고, 대통령님 개인에게는 대한민국의 대통령이 될 수 있는 기회를 제공해 주었다는 점을 이야기 하고 싶다”고도 덧붙였다.
한편, 통상적으로 북한자유주간 마지막 날은 탈북자 강제북송 반대를 촉구하기 위해 워싱턴 D.C.의 중국 대사관 앞에서 시위를 벌였으나, 올해는 코로나19 여파로 북중 경계가 폐쇄됐고, 이로 인해 중국 내에 발이 묶인 탈북자들을 실질적으로 도울 수 있는 방법은 한국 정부가 나서 탈북민들을 받아들이는 것이라고 판단해 한국 대사관으로 장소를 옮겨 마지막 행사를 진행했다.
당초 수잔 숄티 대표를 비롯한 북한자유주간 측은 관련 서한을 전달하기 위해 한국 대사관에 면담을 요청했으나 이날까지 정확한 답변을 듣지 못하고 있었다. 이에 11시 45분 경 숄티 대표는 서한 및 관련 자료들을 들고 한국 대사관의 문을 직접 두드렸고, 13분을 문 앞에서 기다린 끝에 대사관 측과 면담을 가질 수 있었다.
비공개로 진행된 면담은 10분 가량 진행됐으며, 이 자리에서 이수혁 대사와 대사관 관계자들은 현재 구출이 시급한 탈북민 가족들에 대한 정보 및 사진, 문재인 대통령에게 보내는 서한 등을 전달받았다. 대사관 측은 먼저 면담이 늦어진 데 대해 정중히 사과하고, 어려움에 처한 탈북민들을 돕고 싶은 마음이 있으며, 이들을 도울 수 있게 관계 부처가 협력하도록 협조하겠다는 방침을 밝혔다.
면담 결과에 대해 수잔 숄티 대표는 “좋은 만남이었고 대사관이 이 탈북민들을 돕겠다는 확답을 줬다”면서 이수혁 대사를 비롯한 직원들이 탈북자들에 대한 정보를 받아들이고 그분들이 할 수 있는 선에서 일을 처리해 준 데 대해 감사하다”고 말했다.
같은 시간 한국 대사관 바깥에서는 탈북민 가족들의 한국 송환을 촉구하는 평화시위가 진행되고 있었다. 북한자유주간 참가자들은 탈북자들의 사진을 하나씩 들고 이들이 한국 정부의 도움으로 중국에서 북송되지 않고 한국에 무사히 보내질 수 있도록 기도했다.

We are writing to request your urgent action to save the lives of the North Korean men, women, and children currently being held in detention in China by offering them entry to South Korea. Most, if not all, of those being detained were trying to reach the Republic of Korea. As you well know, if China forcefully repatriates them back to the Democratic People’s Republic of Korea they face certain torture and certain imprisonment, but additionally, could also face execution for the “crime” of trying to get to South Korea. Many of those being held have family in South Korea.

Ongoing concerns regarding the COVID 19 pandemic have led the Democratic People’s Republic of Korea to keep its borders closed, which gives you a tremendous opportunity to request China to allow them safe passage to South Korea. This would be consistent with decades of bilateral humanitarian action taken by the PRC and the ROK in facilitating the resettlement of North Koreans to the Republic of Korea. Your request for humanitarian consideration also offers China an opportunity to humanely decongest its detention centers where, according to reliable sources, at least 130 refugees are being held.
현재 지속되고 있는 코로나 19 로 인해 북한의 국경은 모두 원천 봉쇄되었기에, 현재 대통령님께서는 중국 정부에게 이들 탈북민들을 대한민국으로 안전히 보내어 달라는 요청을 할 수 있는 너무나도 좋은 기회를 얻게 되었습니다. 이 중국정부에 대한 요청은 지난 수십년간 대한민국과 중국이 북한 주민들이 대한민국에 정착을 할 수 있게 도움을 주고 있는 인도주의적 조치와 일맥상통 합니다. 대통령님의 인도주의적 조치를 위한 이번 요청은 여러자료를 통해서 알려진대로 최소 130 명이 넘는 난민들이 수용되어 있는 중국의 수용소의 혼잡을 완화시킬 수 있는 좋은 기회또한 중국에게 제공하게 될 것입니다.
Mr. President, you are in a position to save the lives of these Korean women, men, and children. We earnestly ask that you act on their behalf. In closing, we note your own family was once in a precarious position as refugees when action on their behalf led to your safety and security and offered you the opportunity to rise to become the President of the Republic of Korea.
