‘SB67’ 법안을 반대하는 발걸음이 빨라졌다.
지난 30일, 주 상원에 이어 하원에서도 조지아의 운전면허시험을 영어로만 치르게 하는 이번 법안이 통과된 것에 대해 애틀랜타한인회(회장 은종국)와 교회협의회(회장 최병호 목사), 정치활동위원회, KAC(Korean American Coalition)에서 손잡고 주지사 인준거부 운동을 벌여나갈 계획이다. ‘SB67’은 소니 퍼듀 주지사가 서명하면 즉시 발효된다.
한인회에서는 주지사에게 법안의 인준거부(Veto)를 촉구하는 개인서한을 작성해 편지 하단에 개인서명을 한 후 팩스 또는 편지를 보내 한인사회의 목소리를 전달해야 한다며, “다같이 힘을 모아 이번 문제를 슬기롭게 대처할 수 있기를 희망한다”고 덧붙였다.
소니 퍼듀 주지사에게 보낸 공식 서한에 따르면 은종국 회장은 이번 법안의 결과로 인해 미치는 조지아 경제의 악영향을 고려해야 한다고 촉구했다. 특히, 조지아의 경제성장과 고용창출의 원동력이 되어온 기아 자동차와 새니 코프와 같은 외국 기업을 유치하기 위한 노력에 찬물을 끼얹는 것과 같다고 지적했다.
또한 ‘SB67’은 열심히 일하지만 영어에 제한이 있는 미국 시민권자들과 영주권자들의 발전성과 생산성을 저해할 뿐 아니라 조지아에 거주하는 다민족 주민들에게 의도하지 않은 민족주의나 인종차별적인 불이익을 당하게 할 수 있다고 언급했다.
마지막으로 불경기에 직장을 갖고 자녀를 돌봐야 하는 부모로서 가족을 돌보는 이들에게 부정적인 효과를 마칠 것이며, 이번 법안으로 영어가 능숙하지 못한 주민들이 합당한 편의와 정부 서비스를 동등하게 이용하지 못하도록 하며 연방교통국에서 받게 되는 재정지원도 위태로울 수 있다고 덧붙였다.
개인서한을 보내기 원하는 경우 다음과 같은 양식으로 팩스 또는 우편으로 보내면 된다.

Re: Veto Senate Bill 67
Dear Governor Perdue:
As a Korean-American and concerned resident of Georgia, I respectfully ask that you VETO Senate Bill 67.
The negative economic consequence of this bill is one of the reasons I oppose this legislation. Our State government has worked diligently to attract foreign corporations like Korean KIA MOTORS CORP. to stimulate economic growth and jobs in Georgia. SB 67 sends a message of inhospitality to foreigner investors and Korean immigrants already living and working in Georgia.
I also oppose SB 67 because it sends the wrong message to hard-working, limited-English-proficient (LEP) US Citizens and some permanent residents. Many in our Korean community are business owners, both small and large, and we believe this bill is not only an anti-immigration bill but an anti-business bill.
Moreover, and especially in these tough economic times, this bill may negatively impact entire families, as parents need to drive in order to work and to care for their families. Not to mention, it will frustrate these hard-working and well-meaning members of our State that do want to learn English.
In a State as diverse as Georgia, please choose to send the right message by vetoing SB 67. Thank you.
