북한 김정일이 사망한 지 1주일이 지났다. 북한의 김정은 체제 굳히기가 시작되면 주민들의 고통은 더욱 심해질 것이라는 게 인권운동가들의 동일한 우려다.
탈북자의 대모(大母)로 불리며 탈북자 및 북한 인권에 앞장서는 수잔 숄티 대표(미 디펜스포럼재단, 북한자유연합)는 최근 본지와 인터뷰를 가지고 북한 정치범수용소 참상 및 탈북자들의 생활을 전하면서 그간 잘 알려지지 않았던 개인 신앙도 언급했다.
대북 인권운동가로서 수백명 씩 죽어가는 북한 주민들을 생각하면 하루에도 몇 번 씩 좌절과 절망감을 경험한다는 숄티 대표. 수없이 다가오는 절망에도 ‘하나님의 마음을 아프게 하는 북한’을 향한 노력을 놓칠 수 없기 때문에, 그리고 인권 활동을 통해 오늘 목숨을 구할 지 모를 한 생명을 위해 일을 그만둘 수 없다는 그녀는 오늘도 수백만의 침묵하는 한국인들을 대신해 부르짖고 있다. “Free North Korea!”
아래는 수잔 숄티 대표와의 인터뷰 전문이다.
김정일이 사망한 지 1주일이 넘었다. 그러나 여전히 새로운 독재체제의 등장으로 인한 두려움이 있는 것이 사실이다. 이런 중요한 시기에, 인권운동가로서 가장 큰 우려는 무엇인가?
가장 큰 걱정은 늘어나는 북한 민족을 향한 인권 학대 사례다. 이것은 두 가지에서 확연히 드러난다. 첫째는 김정일 정권은 장남과 차남을 제치고 김정은을 차기 지도자로 선택했는데, 김정은이 그의 아버지처럼 무자비하고 잔인한 성격을 소유하고 있다는 점을 추측할 수 있다. 두 번째로 지난 한 해 간 정치범수용소의 숫자가 늘어났고, 공개 처형의 숫자가 예년에 비해3배로 뛰었다.
중국 내 탈북자 처형도 더 많아졌고, 탈북자들을 돕는 인권활동가들이 북한공작원에 의해 많이 끌려나온 상황이다. 이는 김정은 정권 계승을 준비하기 위해 북한 권력을 강화시키기 위한 결과로, 더 많은 숙청이나 인권 학대사례가 계승 과정에서 벌어질 것이 가장 우려되는 점이라 할 수 있다.
북한에 정치범수용소는 얼마나 있는가? 그들의 상황은 어떤가?
적어도 6개의 정치범 수용소가 있다고 알려져 있고, 최소 15만명이 수용돼 있다. 수용소에 한번 갇히면 굶어죽거나 힘든 고역으로 죽기 때문에 ‘죽음의 수용소’ 로 부른다. 수용소로 끌려오는 대부분은 자신이 왜 끌려가는 지, 얼마나 오래 수용될 지 모른다. 하루 동안 15시간 죽노동을 하면서 노예 처럼 생활하는 것은 물론 주어지는 음식은 극소량이고 위생상태도 엉망이다.
가족 중 한 명이 외국 라디오 방송을 들었다거나 식량상태에 대한 불평을 터뜨렸거나, 정권에 대한 적절한(?) 존경을 표하지 않으면 “범죄자”로 낙인 찍혀 온 가족이 수용소에 갇힌다.
얼마나 많은 탈북자들이 전세계에 살고 있는가? 그들의 생활수준에 대해 나눠달라.
타국에 안전하게 정착한 탈북자들의 수를 말한다면 적어도 2만5천명을 추산하고 있다. 이들 대부분이 한국에서 생활하고 있다. 한국 정부는 타국에 비했을 때 탈북자 정착을 위한 최상의 환경을 제공하고 있는 것은 사실이나 여전히 탈북자들의 어려움은 존재한다.
한편 중국에 있는 탈북자들은 최소 3만5천명에서 10만명으로 추산한다. 하지만 이 조차도 정확하지 않다. 이유는 중국 정부의 비인간적이고 잔인한 탈북자 정책이 정확한 수치 통계를 불가(不可)하게 하고 있기 때문이다.
그러나 중국에서 일어나고 있는 일에 관해서는 현재 세계 어느 곳에서 일어나는 인권 문제보다 풀기 쉽다고 보고 있다. 너무나 명백하기 때문이다.
먼저 중국 정부는 탈북자를 북송할 경우 대부분 고문당하거나 투옥되거나 때로는 공개처형 되기도 하는 것을 뻔히 알면서도 북송을 실행함으로서 국제협약을 위반하고 있다. 중국 정부는 또 여성 탈북자들의 80%를 중국 남성의 아내 혹은 사창가로 인터넷 포르노업체로 팔고 있는 실정이다. 여성 탈북자들은 중국 정부의 탈북자 북송 정책과 유엔 난민 고등 판무관(UNHCR)의 접근 방해로 인해서, 세계에서 가장 힘없는 난민들이 됐다.
잠시 생각해보라. 중국은 북한 공작원들이 탈북자들과 기독 인권운동가들을 암살하는 것을 허용하고 있으며, 난민들을 돕기 위해 존재하는 유엔 난민 고등 판무관의 접근을 막고, 탈북자를 도우려는 자국(중국) 주민들까지 투옥하고 있는 상황이다. 중국 정부는 탈북자 관련 문제로 인해 국제 사회의 심판을 받아야 한다.
탈북자들을 위한 인권운동가로서 어려움은 없나? 어떨 때 좌절감을 경험하는가?
솔직히 말하면 매일이 좌절이다. 때로는 북한 주민을 위한 변화를 위한 모든 노력에도 불구하고 어떤 변화도 일어날 것 같지 않은 감정이 밀려올 때도 있다. 우리 단체의 활동으로 수백명의 생명을 구한 것은 알고 있지만, 여전히 북한에서는 하루에도 수백명이 죽어가고 있다는 사실이 나를 절망하게 하는 이유다.
미국인으로서 어떻게 북한 주민을 향한 열심을 품게 되었는 지 궁금하다.
위 질문과 자연스럽게 이어지는 질문인데, 내가 하나님께 “왜 나에게 북한이라는 짐을 주셨느냐”고 절망감과 좌절 속에서 부르짖었을 때가 있었다. 그 때 하나님께서는 조용히 예전에 내가 ‘하나님의 마음을 아프게 하는 일에 함께 마음 아파하게 해 달라’는 기도를 드렸던 것을 생각나게 해 주셨다. 그래서 북한에서 일어나는 일이 하나님의 마음을 아프게 하는 일이란 것을 깨닫게 되었다.
북한 인권을 위해 노력하게 된 당신의 신앙을 잠시 나눠달라.
많이 힘든 순간 순간 가운데에서도 기적적인 사건들이 많이 일어났다. 많은 것 중에 한 가지만 이야기 한다면 2002년으로 거슬러 올라간다.
중국 공안들에게 붙잡혀 옥살이를 하고 있는 탈북자들의 리스트를 확보하고 중국대사관 앞에서 큰 소리로 수백명의 탈북자 이름을 또박또박 큰 소리로 부르며 이들의 자유를 촉구하는 시위를 한 적이 있다. 그 중에 탈북자를 돕다가 붙잡힌 한국 국적의 기독교인 김희태 씨가 있었다. 전세계 중국 대사관 앞에서 이 같은 시위가 이뤄졌지만, 중국 정부는 이런 시위와 항의 조차 받아들이지 않았다.
한번은 워싱턴 D.C.에 위치한 중국대사관에서 ‘(중국 공안에 의해 붙잡힌)탈북자들과 한국 인권운동가들의 리스트’를 문 밑으로 밀어넣고 돌아서는 순간 문 뒤에서 종이를 집어던지는 둔탁한 소리가 났다. 때로는 이런 항의가 얼마나 효과를 발휘할 것인가에 대한 회의도 많이 들었다.
폴란드 지역 와소 지역에서도 동일한 시위를 벌였었는데 시위 한 달 후 무렵 김상훈이라는 인권 운동가에게 이메일이 왔다. “수잔, 정말 놀라운 일이 일어났습니다. 김희태 씨가 중국 법원에서 ‘무죄’로 판결받고 풀려났어요. 그가 밤에 몰래 라디오를 듣다가 한 날에는 그의 이름이 시위대에서 불려지는 것을 들었답니다. 놀랍지 않나요. 그는 이 일로 다시 일어나 싸울 힘을 얻었다고 합니다.”
상상도 못할 기적이 일어났다. 김희태 씨가 중국에서 라디오를 듣다가 폴란드에서 그의 이름이 불려지는 것을 우연히 청취하게 된 것이다.
만약 한인교회들이 함께 북한 인권을 위한 운동에 참여한다면 더 큰 효과를 발휘할 것 같다. 하지만 드러나게 사역하는 몇몇 교회(KCC 등)를 제외하고 북한 인권을 외치는 교회들은 많아 보이지 않는다. 당신의 생각은 어떤가? 실제로 참여가 적은 것이라면 그 이유는 무엇이라고 생각하는가?
이 문제는 나도 많이 생각해 봤다. 왜 한인교회들은 해외로 많은 선교사들을 파송하면서도 북한에 대해서는 침묵을 지키는 지에 관해서 말이다. 이것은 한반도에서 이뤄지는 영적 전쟁과 관련된 것이라는 것이 내 오랜 생각의 결론이다.
간단하게 설명하면, 내가 북한 인권 문제를 나눌 때, 사람들은 “당신은 한국 사람도 아닌 데 왜 이런 문제에 관여합니까?”라고 묻는다. 나는 이렇게 대답한다. 만약 내가 유대인 대학살에 대해 말한다고 해도 나에게 “당신은 유대인도 아닌데, 왜 상관하느냐”고 물을 것이냐고 혹은 르완다 집단 학살에 대해서 말해도 “아프리카인도 아니면서 왜 상관하느냐”라고 말할 것이냐고 말이다.
핵심은 모든 사람들이 북한에서 일어나는 일을 심각하게 생각해야 한다는 것이다. 이것은 한국인들만의 문제가 아니라 세계에서 일어나는 최악의 인권 비극이다. 이것은 한국 사람들의 눈을 가리고 있는 영적 전쟁의 일부라는 것이 나의 판단이다.
체제 유지를 위해 오용되기 때문에 많은 사람들이 북한으로 직접 지원하는 것을 반대한다. 그러나 여전히 음식이나 약품을 특정 단체를 통해 북한을 지원하는 사람들도 있다. 당신은 어떤 것이 진짜 북한 주민들을 위하는 방법이라고 생각하나?
어려운 질문이다. 그러나 내가 만약 북한에 어떤 수단을 통해 지원을 한다면 의도된 수취인에게 물품이나 음식이 사용되는 것을 확인할 수 있는 한도 내에서 지원할 것이다. 다른 말로, 굶주리고 있는 어머니들에게 식량이 가고 아픈 아이에게 약품이 전달되는 것을 볼 수 있는 상황 속에서 전달해야 한다는 말이다.
엄격한 모니터링을 통해 지원물품의 소비가 어떻게 이뤄지는 지 외부에 알려져야 할 것이다. 그렇지 않고서는 지원이 현 정권에 의해 의도했던 수취인이 아닌 곳으로 보내지거나 군인 배식, 지도급들에 의해 이용될 것이다. 북한은 수백만의 주민들은 굶주리는데 핵무기프로그램 개발을 위해 지원물품을 사용해 왔다. 우리는 이런 것을 반복적으로 봐 왔다.
북한 내외부적으로 지금은 중요한 시기다. 대북 인권운동가로서 북한의 미래에 대한 개인적 바람이 있다면.
내가 바라는 것은 북한에 자유가 선포되고, 스스로 민주주의 국가를 세울 수 있도록 기회를 가진 후에 남한(대한민국)과 평화로운 남북통일을 이루는 것이다. 김정일이 사망한 지금, 우리는 매우 중요한 시점에 있고 동시에 큰 기회의 때를 살고 있다.
사실 북한 내에서 어떤 일이 일어나는가 보다 더 중요한 것은 북한 밖 즉 한국이나 미국 등 다른 나라들이 미래의 북한의 변화를 위해 어떻게 반응하고 대처하는 가이다.
예를 들면, 지금보다 더 크게 북한의 인권 문제에 대해 외쳐야 한다. 북한 민족들에게 우리가 관심을 가지는 것은 그들 자체라는 것을 알려야 한다. 북한으로 유입되는 엄청난 양의 정보들로 인해, 북한 사람들은 이제 더 이상 고립된 민족이 아니다.
수도권인 평양 외 지역에서는 비참한 자신들의 현실이 한국이나 미국 때문이 아니라 (북한의)현 체제 탓이라는 것을 알고 있는 사람들이 이미 많다.
또 정확한 메시지를 전달해야 한다. 예를 들어서 그들에게 인류애적인 지원을 하려고 노력하고 있지만, 북한 정권 체제로 인해 주민들이 굶주림과 아사를 경험하고 있다는 것을 정확히 알려야 한다. 북한 지도층들에게는 이제는 개혁과 개방의 때를 맞았다는 것을 알려야 한다. 동시에 그들이 하고 있는 것이 북한 주민을 대상으로 한 범죄행위라는 사실도 함께 말이다. 이것이 내가 한국에서 ‘재판소’를 설립해 탈북자로부터 증언과 증거를 모아 북한 주민들을 대상으로 범죄를 벌인 이들의 죄를 물어야 한다고 주장하는 이유다.
왜냐하면 모든 북한 주민들 역시 대한민국 헌법에 의거한 한국 시민으로 법적 권리가 있기 때문에, 재판소 설치를 통해 학대받은 주민들을 보호하고 정의롭고 평화로운 통일을 준비하는 방법이라고 생각하기 때문이다.
이를 통해서 정치범수용소를 운영하고 국제 지원을 가로채고, 탈북자들을 때리고 고문하는 사람들을 향한 경고의 메시지가 될 것이다. 한 예로 서울을 중심으로 한 ‘북한인권을위한데이터베이스센터(Database Center for North Korean Human Rights)’는 훌륭한 일을 감당하고 있다고 할 수 있다.
만약 통일이 된다면, (인권운동가의 입장에서)한국에 의해 가장 최우선적으로 이뤄져야 할 것은 무엇이라고 생각하나?
북한 주민들을 존중해주는 거다. 우리 단체는 북한 주민들의 자유와 인권, 그리고 ‘위상’을 위해 싸운다. 북한은 한국 보다 여러 면에서 뒤쳐져 있기 때문에 그들에게 여러 분야에서 발전할 수 있는 기회가 제공돼야 한다.
그리고 규율을 잡아야 한다고 생각한다. 나는 때로 “북한 정권이 무너지면 남한 사람들은 북한 주민들이 떼지어 남한으로 몰려올 것을 걱정하지만 나는 반대 현상이 일어날 것 같다”고 농담조로 말한다.
남한에 있건 미국에 있건 탈북자들(50년 대 탈북자들을 포함)은 다시 고향으로 돌아가 자신의 나라를 복원하려고 할 것이고, 개신교단, 카톨릭 등 종교지도자들도 북한으로 몰려갈 것이다. 사업가들도 투자할 것이다.
사람들은 6.25 전쟁 발발 당시만 해도 북한이 경제적인 동력원으로 남한보다 더 많은 산업자원을 가지고 있었다는 것을 잊고 있다. 남한에 있는 한국인들을 보라. 그렇게 짧은 시간 동안 한국 전쟁을 치른 잿빛 국가를 세계 12위 경제 선진국으로 발전시켰다.
통일 한국은 엄청난 경제적 역량을 가지게 될 것이다. 이것은 중국이나 사업가들도 인식하고 있는 사실이지만, 중국 내 주도권을 쥐고 있는 공산주의 정부가 이를 두려워 하면서 북한 정권 체제를 지탱하는 역할을 하고 있는 것이 아쉬울 뿐이다.
마지막으로 한인 교회들에게 남기고 싶은 말이 있다면?
탈북자 NGO나 남한의 14개 탈북자교회를 지원해 달라. 많은 교회들이나 기독 NGO들은 평양에 가짜 교회를 짓고 북한 정부를 지원함을 통해서 북한 정부에 영향을 미칠 수 있을 것이란 환상에 여전히 굴복하고 있다. 그런 지원은 북한 주민들의 고통을 연장하는 일에 지나지 않는다는 것을 속히 깨달아야 한다.
북한에 직접 방송되는 자유아시아방송 라디오 매체나 탈북자들의 교회를 도와야 한다. 탈북자들의 교회가 진짜 북한 교회다. 그들은 우리의 기도가 필요하고 시간과 재능이 필요하고 그것은 결국 북한에 복음을 전하는 길을 닦는 일이 될 것이다.
한국 많은 교회들은 엄청난 금액의 지원금을 북한이 개방됐을 때 지원하기 위해 준비하고 있다. 그러나 교회는 건물이 아니다. 교회는 사람 자체이며, 북한 사람들은 한국이나 미국에서 살며 자유가 있는 우리들의 기도와 자원이 필요하다. 탈북자 NGO, 탈북자 교회, 자유아시아방송 등 북한 자유를 위한 노력을 펼치는 이들에게 많은 지원이 필요하다.
현재 한가지 기대를 가지고 준비하는 프로그램이 있다. 탈북자 출신 목회자가 진행하는, 주체사상과 기독교를 비교 대조하는 라디오 프로그램을 북한으로 방송하는 것이다.
바라는 것은 한국과 미국에 있는 교회들이 자매 결연해 한국의 탈북자교회들을 지원하고 라디오 매체들을 돕는 것이다.
아래는 영어 인터뷰 전문이다.
-It's been over a week after Kim Jung Il died, but we still have to wait and see how would Kim Jung Un treat their people and the other countries around. In this particular time, what is the biggest concern of yours as one of the human right activists?
ANSWER: My biggest concern is that we will see an increase of human rights abuses against the North Korean people. I base this on two observations: first, Kim Jong-il bypassed his two older sons to choose Kim Jong Un, which suggests that he was the most like his father: ruthless and cruel. Second, if you look at the past year, you saw an increase in the number of political prisoners, a tripling in the number of public executions, and more assassinations in China of North Korean refugees and the humanitarian workers trying to help them carried out by North Korean agents. This was a result of the work to consolidate power to prepare for the succession of Kim Jung Un so we can expect to see more purges and human rights abuses during this succession.
-What are your thoughts about the future NK, and how would you want them to be?
ANSWER: My goal is to see North Korea free, to have the opportunity to establish itself as a democratic nation and then peacefully be re-unified with South Korea. Right now is a critical time but also a tremendous opportunity. It is not so important what happens in North Korea but what happens outside North Korea -- how South Korea, the United States, and the other nations of the free world respond that could change things in the future. For example, we should be raising our voices ever louder on the human rights issues and speaking directly to the North Korean people so that they know that our concern and care is for them. Because of the increasing flow of information into North Korea, North Koreans are no longer isolated. Those outside Pyongyang especially know that the source of their misery has been this regime, not South Korea or the USA, as they no longer believe the propaganda that is fed to them by the regime.
We also need to send a very clear message to them for example that we have been trying to provide them humanitarian assistance, but it is the regime that has caused the starvation and death and misery. We also need to send a clear message to the elites who keep this regime in power-- now is the time to reform, to open up. We also need to put them on notice that they will be held accountable for the crimes they are committing against the North Korean people. This is why I have been calling on South Korea to establish a tribunal and to collect testimony and evidence from the defectors to prosecute those who have committed crimes against the North Korean people. Because all North Koreans are citizens of South Korea under the Republic of Korea constitution, they have legal standing. This is an important way to address these issues and prepare the way for peaceful unification in the future by seeking justice for those who have been abused by this regime and putting on notice those in the regime who run the political prison camps, divert humanitarian aid, beat and torture refugees: one day you will be held accountable for your crimes. The Seoul-based Database Center for North Korean Human Rights is doing an excellent job of collecting information on specific cases, for example.
-How many NK Refugees are in the World(or S.Korea, China if you know), and how are their living situations?
I believe there are well over 25,000 North Korean defectors who have safely resettled in other countries, most live in South Korea. However, there are thousands of defectors in China, the estimates range from 35,000 to 100,000 and it is very hard to know the precise number because of China's inhumane and brutal policy treatment of them. South Korea has established some wonderful programs to help North Korean defectors with resettlement that are far superior to any county, but it is still very hard for them.
However, what is happening in China I describe as the most solvable human rights crisis occurring in the world today: China, in violation of its international treaty obligations, continues to repatriate North Korean refugees to North Korea knowing full well that they will most certainly be tortured, most certainly be imprisoned, and in some cases executed for fleeing their homeland. China's policy is barbaric and has led to the exploitation of these refugees especially females, eighty percent of who end up being sold as "wives", into brothels or forced to do internet pornography.
They are among the most vulnerable refugees in the world entirely because of China's policy of repatriation and refusal to allow the UNHCR access to these refugees. Think about this for just a moment: China will allow North Korea assassins to have the freedom to move about their country to kill these refugees and the Christian humanitarian workers who are trying to help these refugees BUT will not allow the UNHCR, whose sole purpose to exist is to help refugees, to have access to the refugees and will jail its own citizens for trying to help! China's government should be condemned by the world for this policy.
-Could you tell us how many political prison camps are in NK? Please explain their situation briefly.
ANSWER: There are at least six political prison camps in North Korea in which at least 150,000 men, women, and children are held. They are death camps where people are worked to death and starved to death. Most of these inmates are innocent people and they do not even know why they have been sent to a political prison camp or how long they must remain there. People are treated as slave laborers working 15 hour days with little food and living in unsanitary conditions. Entire families are sent to these camps if just one member of the family is accused of a "crime": a crime could be listening to a foreign radio broadcast, complaining about the food situation, or not showing proper respect to the dictator.
-If Korean churches in US can participate and shout out together, it would be much effective. But it seems few Korean churches are having interest about the human right issues in N. Korea. What are your opinions? If you agree what do you think the reason is?
ANSWER: I have pondered that question a lot. Why is it that Korean churches send so many missionaries abroad, but stay silent on North Korea. I think it is a result of the spiritual warfare over the Korean peninsula.
Let me explain: Oftentimes when I speak about North Korea human rights issues, people will ask me:"Why do you care about this issue, you are no Korean?" I answer that if I had come to tell them about the holocaust, they would never think to ask me: "Why do you care, you are not Jewish?" Or if I came to tell them about Rwanda, they would never ask me" "Why do you care, you are not African?" The point is that EVERYONE should care about what is happening on the Korean peninsula. It is not a Korean issue, it is the worst human rights tragedy occuring in the world today. I believe that this is part of the spiritual warfare over that nation to blind people to this reality.
-Many people insist we shouldn’t support N. Korea directly, but there are still people who are helping directly through sending food or medicines. What do you think about that? Do you think it is ok to send them through organization which located in NK? If you don’t think so, why is it?
ANSWER: This is a very tough question and there is no easy answer. However, I would not provide any aid to North Korea through any means unless we are able to see it consumed or utilized by the intended recipient. In other words, we must have the ability to be there on site to see that the food is eaten by the starving mother and the medicine is given to the sick child. There must be strict monitoring to the point of consumption. Otherwise, the aid will be diverted by the regime and only available to the military, the elites or end up being sold in Pyongyang to help the elites. We saw this repeatedly as the regime used its resources to develop its nuclear weapons program while millions of its citizens died of starvation.
-Have you faced limit or frustration as a human right activist for N. Korea Refugees? If you had, what was it?
ANSWER: Every day is a frustration. It never seems to end and sometimes I feel that despite all this effort nothing seems to change for the people of North Korea. Certainly, I can point to hundreds of peoples whose lives have been saved by our work, but every day in North Korea hundreds die, so it is always frustrating.
-As an American, how did you have the passion in your heart toward N. Korea people?
ANSWER: That is a good follow up question, because in total despair and frustration I angrily cried out to God, "Why have you burdened me with North Korea?" He gently reminded me that He had simply answered my prayer as I had prayed to Him to bring my heart for what was breaking His heart. Then, I realized that what was happening to North Korea was breaking God's heart.
-As a Christian, what made you so passionate? Could you share some of your faith journey?
ANSWER: It has been very, very hard but I have seen some miraculous events happen. I will describe just one: In 2002, we started a list of all the North Korean refugees who we knew had been seized by the Chinese police and all the humanitarian workers that had been jailed in China for helping them. Every time we have a protest at the Chinese embassy we read the list aloud -- it is hundreds of names but we do it faithfully every time. One name we read aloud was Kim Hee-Tae, who was a South Korean Christian who had been caught helping North Korean Refugees and was in jail in China. He was beaten in jail and treated terribly. This list that included his name along with hundreds of others has been read aloud at protest rallies in front of Chinese embassies all over the world. We have attempted to deliver the list to the Chinese requesting they account for the refugees and release the humanitarian workers, but the Chinese always refuse to receive it.
One time we pushed the list under the door of the Chinese Embassy in Washington, D.C. and as we turned away from the door, we heard a SWOOSH and a THUMP, the Chinese had thrust the list out the door refusing to accept it.
I sometimes wondered whether our protests at the Chinese embassies were effective, but a month after a protest in Warsaw, Poland, in which we had read the list aloud in front of the Chinese embassy, I got this email message from human rights activist Kim Sang-Hun: “I have very encouraging news for you, Suzanne! Kim Hee-tae was found "not guilty" by the Chinese court and he is now with me in Seoul. One of the first things he told me was that...he managed to keep a radio at night in the prison...and, one night, heard your voice calling his name in front of the Chinese Embassy in Poland through Radio Free Asia. Isn't it amazing! He was so encouraged and filled with new strength to fight at that time.”
Can you imagine? It is a miracle that Kim Hee Tae was secretly listening to a radio in China at the exact moment that Radio Free Asia was broadcasting a story that recorded his name being called at a protest in Poland.
-At last, if Korea unification happens, what do you think the most urgent thing for South Korean should do?
ANSWER: Treat North Koreans with dignity. Our Coalition fights for the freedom, human rights and dignity of the North Korean people. They will be so far behind South Korea in every way that we must allow them the opportunity to build themselves up.
And Be orderly! I often joke that when the regime collapses in North Korea, people are afraid that refugees will be fleeing en masse to South Korea. Not so! Do The opposite will happen!
North Korea defectors whether in South Korea and America including those that fled in the 1950s, will be going home to rebuild their homeland and imagine the Presbyterians, Methodists, Catholics, Baptists and other ministers rushing to get there first and not to mention the businessmen and women ready to invest!!!
People forget that North Korea was the economic powerhouse and more industrialized than South Korea when the Korean War broke out. Look what Koreans did in South Korea in just a very short time -- out of the ashes of the Korean War they built the 12th largest economy in the world.
A united Korea will be an economic power that will bring prosperity to everyone in the region- even China must recognize this and business people there realize this would be a great thing for China too, but the communist regime in China (CCP) still in power fears this and hence, keeps propping up the DPRK regime.
-Do you have any other comments you want to contribute with for Korean people?
ANSWER: YES, please invest in the defector NGOs and the fourteen North Korean defector churches in South Korea. Too many Christian churches and Christian NGOs have succumbed to the illusion that they can influence the DPRK regime by building fake churches in Pyongyang and by providing aid to the regime -- they are only prolonging the suffering of the North Korean by providing assistance to this regime.
Many churches in South Korea have also set aside vast amounts of money to be ready to build their churches in North Korea when North Korea opens up. But the church is not a building. The church is people and the North Korean people who need us are here in the free world in South Korea and in the USA -- these defector NGOs need our support to reach out to their homeland with true information like Free North Korea Radio and Fighters for a Free North Korea AND there have been established 14 North Korean defectors in South Korea, this is the church that we must help. This is the true North Korean church. They need our prayers, our time, our talent and our treasure to help them in their two fold mission to restore the lives of those who escaped this regime and prepare the way for the Gospel to come to North Korea. I hope that churches in the ROK and USA would consider adopting these churches as a wonderful missions opportunity. I am also looking for financial support for a radio program we want to broadcast into North Korea that contrasts Christianity with kimjongilism that would be hosted by a North Korean defector who has become a pastor.
탈북자의 대모(大母)로 불리며 탈북자 및 북한 인권에 앞장서는 수잔 숄티 대표(미 디펜스포럼재단, 북한자유연합)는 최근 본지와 인터뷰를 가지고 북한 정치범수용소 참상 및 탈북자들의 생활을 전하면서 그간 잘 알려지지 않았던 개인 신앙도 언급했다.
대북 인권운동가로서 수백명 씩 죽어가는 북한 주민들을 생각하면 하루에도 몇 번 씩 좌절과 절망감을 경험한다는 숄티 대표. 수없이 다가오는 절망에도 ‘하나님의 마음을 아프게 하는 북한’을 향한 노력을 놓칠 수 없기 때문에, 그리고 인권 활동을 통해 오늘 목숨을 구할 지 모를 한 생명을 위해 일을 그만둘 수 없다는 그녀는 오늘도 수백만의 침묵하는 한국인들을 대신해 부르짖고 있다. “Free North Korea!”
아래는 수잔 숄티 대표와의 인터뷰 전문이다.
김정일이 사망한 지 1주일이 넘었다. 그러나 여전히 새로운 독재체제의 등장으로 인한 두려움이 있는 것이 사실이다. 이런 중요한 시기에, 인권운동가로서 가장 큰 우려는 무엇인가?
가장 큰 걱정은 늘어나는 북한 민족을 향한 인권 학대 사례다. 이것은 두 가지에서 확연히 드러난다. 첫째는 김정일 정권은 장남과 차남을 제치고 김정은을 차기 지도자로 선택했는데, 김정은이 그의 아버지처럼 무자비하고 잔인한 성격을 소유하고 있다는 점을 추측할 수 있다. 두 번째로 지난 한 해 간 정치범수용소의 숫자가 늘어났고, 공개 처형의 숫자가 예년에 비해3배로 뛰었다.
중국 내 탈북자 처형도 더 많아졌고, 탈북자들을 돕는 인권활동가들이 북한공작원에 의해 많이 끌려나온 상황이다. 이는 김정은 정권 계승을 준비하기 위해 북한 권력을 강화시키기 위한 결과로, 더 많은 숙청이나 인권 학대사례가 계승 과정에서 벌어질 것이 가장 우려되는 점이라 할 수 있다.
북한에 정치범수용소는 얼마나 있는가? 그들의 상황은 어떤가?
적어도 6개의 정치범 수용소가 있다고 알려져 있고, 최소 15만명이 수용돼 있다. 수용소에 한번 갇히면 굶어죽거나 힘든 고역으로 죽기 때문에 ‘죽음의 수용소’ 로 부른다. 수용소로 끌려오는 대부분은 자신이 왜 끌려가는 지, 얼마나 오래 수용될 지 모른다. 하루 동안 15시간 죽노동을 하면서 노예 처럼 생활하는 것은 물론 주어지는 음식은 극소량이고 위생상태도 엉망이다.
가족 중 한 명이 외국 라디오 방송을 들었다거나 식량상태에 대한 불평을 터뜨렸거나, 정권에 대한 적절한(?) 존경을 표하지 않으면 “범죄자”로 낙인 찍혀 온 가족이 수용소에 갇힌다.

얼마나 많은 탈북자들이 전세계에 살고 있는가? 그들의 생활수준에 대해 나눠달라.
타국에 안전하게 정착한 탈북자들의 수를 말한다면 적어도 2만5천명을 추산하고 있다. 이들 대부분이 한국에서 생활하고 있다. 한국 정부는 타국에 비했을 때 탈북자 정착을 위한 최상의 환경을 제공하고 있는 것은 사실이나 여전히 탈북자들의 어려움은 존재한다.
한편 중국에 있는 탈북자들은 최소 3만5천명에서 10만명으로 추산한다. 하지만 이 조차도 정확하지 않다. 이유는 중국 정부의 비인간적이고 잔인한 탈북자 정책이 정확한 수치 통계를 불가(不可)하게 하고 있기 때문이다.
그러나 중국에서 일어나고 있는 일에 관해서는 현재 세계 어느 곳에서 일어나는 인권 문제보다 풀기 쉽다고 보고 있다. 너무나 명백하기 때문이다.
먼저 중국 정부는 탈북자를 북송할 경우 대부분 고문당하거나 투옥되거나 때로는 공개처형 되기도 하는 것을 뻔히 알면서도 북송을 실행함으로서 국제협약을 위반하고 있다. 중국 정부는 또 여성 탈북자들의 80%를 중국 남성의 아내 혹은 사창가로 인터넷 포르노업체로 팔고 있는 실정이다. 여성 탈북자들은 중국 정부의 탈북자 북송 정책과 유엔 난민 고등 판무관(UNHCR)의 접근 방해로 인해서, 세계에서 가장 힘없는 난민들이 됐다.
잠시 생각해보라. 중국은 북한 공작원들이 탈북자들과 기독 인권운동가들을 암살하는 것을 허용하고 있으며, 난민들을 돕기 위해 존재하는 유엔 난민 고등 판무관의 접근을 막고, 탈북자를 도우려는 자국(중국) 주민들까지 투옥하고 있는 상황이다. 중국 정부는 탈북자 관련 문제로 인해 국제 사회의 심판을 받아야 한다.
탈북자들을 위한 인권운동가로서 어려움은 없나? 어떨 때 좌절감을 경험하는가?
솔직히 말하면 매일이 좌절이다. 때로는 북한 주민을 위한 변화를 위한 모든 노력에도 불구하고 어떤 변화도 일어날 것 같지 않은 감정이 밀려올 때도 있다. 우리 단체의 활동으로 수백명의 생명을 구한 것은 알고 있지만, 여전히 북한에서는 하루에도 수백명이 죽어가고 있다는 사실이 나를 절망하게 하는 이유다.
미국인으로서 어떻게 북한 주민을 향한 열심을 품게 되었는 지 궁금하다.
위 질문과 자연스럽게 이어지는 질문인데, 내가 하나님께 “왜 나에게 북한이라는 짐을 주셨느냐”고 절망감과 좌절 속에서 부르짖었을 때가 있었다. 그 때 하나님께서는 조용히 예전에 내가 ‘하나님의 마음을 아프게 하는 일에 함께 마음 아파하게 해 달라’는 기도를 드렸던 것을 생각나게 해 주셨다. 그래서 북한에서 일어나는 일이 하나님의 마음을 아프게 하는 일이란 것을 깨닫게 되었다.
북한 인권을 위해 노력하게 된 당신의 신앙을 잠시 나눠달라.
많이 힘든 순간 순간 가운데에서도 기적적인 사건들이 많이 일어났다. 많은 것 중에 한 가지만 이야기 한다면 2002년으로 거슬러 올라간다.
중국 공안들에게 붙잡혀 옥살이를 하고 있는 탈북자들의 리스트를 확보하고 중국대사관 앞에서 큰 소리로 수백명의 탈북자 이름을 또박또박 큰 소리로 부르며 이들의 자유를 촉구하는 시위를 한 적이 있다. 그 중에 탈북자를 돕다가 붙잡힌 한국 국적의 기독교인 김희태 씨가 있었다. 전세계 중국 대사관 앞에서 이 같은 시위가 이뤄졌지만, 중국 정부는 이런 시위와 항의 조차 받아들이지 않았다.
한번은 워싱턴 D.C.에 위치한 중국대사관에서 ‘(중국 공안에 의해 붙잡힌)탈북자들과 한국 인권운동가들의 리스트’를 문 밑으로 밀어넣고 돌아서는 순간 문 뒤에서 종이를 집어던지는 둔탁한 소리가 났다. 때로는 이런 항의가 얼마나 효과를 발휘할 것인가에 대한 회의도 많이 들었다.
폴란드 지역 와소 지역에서도 동일한 시위를 벌였었는데 시위 한 달 후 무렵 김상훈이라는 인권 운동가에게 이메일이 왔다. “수잔, 정말 놀라운 일이 일어났습니다. 김희태 씨가 중국 법원에서 ‘무죄’로 판결받고 풀려났어요. 그가 밤에 몰래 라디오를 듣다가 한 날에는 그의 이름이 시위대에서 불려지는 것을 들었답니다. 놀랍지 않나요. 그는 이 일로 다시 일어나 싸울 힘을 얻었다고 합니다.”
상상도 못할 기적이 일어났다. 김희태 씨가 중국에서 라디오를 듣다가 폴란드에서 그의 이름이 불려지는 것을 우연히 청취하게 된 것이다.
만약 한인교회들이 함께 북한 인권을 위한 운동에 참여한다면 더 큰 효과를 발휘할 것 같다. 하지만 드러나게 사역하는 몇몇 교회(KCC 등)를 제외하고 북한 인권을 외치는 교회들은 많아 보이지 않는다. 당신의 생각은 어떤가? 실제로 참여가 적은 것이라면 그 이유는 무엇이라고 생각하는가?
이 문제는 나도 많이 생각해 봤다. 왜 한인교회들은 해외로 많은 선교사들을 파송하면서도 북한에 대해서는 침묵을 지키는 지에 관해서 말이다. 이것은 한반도에서 이뤄지는 영적 전쟁과 관련된 것이라는 것이 내 오랜 생각의 결론이다.
간단하게 설명하면, 내가 북한 인권 문제를 나눌 때, 사람들은 “당신은 한국 사람도 아닌 데 왜 이런 문제에 관여합니까?”라고 묻는다. 나는 이렇게 대답한다. 만약 내가 유대인 대학살에 대해 말한다고 해도 나에게 “당신은 유대인도 아닌데, 왜 상관하느냐”고 물을 것이냐고 혹은 르완다 집단 학살에 대해서 말해도 “아프리카인도 아니면서 왜 상관하느냐”라고 말할 것이냐고 말이다.
핵심은 모든 사람들이 북한에서 일어나는 일을 심각하게 생각해야 한다는 것이다. 이것은 한국인들만의 문제가 아니라 세계에서 일어나는 최악의 인권 비극이다. 이것은 한국 사람들의 눈을 가리고 있는 영적 전쟁의 일부라는 것이 나의 판단이다.

체제 유지를 위해 오용되기 때문에 많은 사람들이 북한으로 직접 지원하는 것을 반대한다. 그러나 여전히 음식이나 약품을 특정 단체를 통해 북한을 지원하는 사람들도 있다. 당신은 어떤 것이 진짜 북한 주민들을 위하는 방법이라고 생각하나?
어려운 질문이다. 그러나 내가 만약 북한에 어떤 수단을 통해 지원을 한다면 의도된 수취인에게 물품이나 음식이 사용되는 것을 확인할 수 있는 한도 내에서 지원할 것이다. 다른 말로, 굶주리고 있는 어머니들에게 식량이 가고 아픈 아이에게 약품이 전달되는 것을 볼 수 있는 상황 속에서 전달해야 한다는 말이다.
엄격한 모니터링을 통해 지원물품의 소비가 어떻게 이뤄지는 지 외부에 알려져야 할 것이다. 그렇지 않고서는 지원이 현 정권에 의해 의도했던 수취인이 아닌 곳으로 보내지거나 군인 배식, 지도급들에 의해 이용될 것이다. 북한은 수백만의 주민들은 굶주리는데 핵무기프로그램 개발을 위해 지원물품을 사용해 왔다. 우리는 이런 것을 반복적으로 봐 왔다.
북한 내외부적으로 지금은 중요한 시기다. 대북 인권운동가로서 북한의 미래에 대한 개인적 바람이 있다면.
내가 바라는 것은 북한에 자유가 선포되고, 스스로 민주주의 국가를 세울 수 있도록 기회를 가진 후에 남한(대한민국)과 평화로운 남북통일을 이루는 것이다. 김정일이 사망한 지금, 우리는 매우 중요한 시점에 있고 동시에 큰 기회의 때를 살고 있다.
사실 북한 내에서 어떤 일이 일어나는가 보다 더 중요한 것은 북한 밖 즉 한국이나 미국 등 다른 나라들이 미래의 북한의 변화를 위해 어떻게 반응하고 대처하는 가이다.
예를 들면, 지금보다 더 크게 북한의 인권 문제에 대해 외쳐야 한다. 북한 민족들에게 우리가 관심을 가지는 것은 그들 자체라는 것을 알려야 한다. 북한으로 유입되는 엄청난 양의 정보들로 인해, 북한 사람들은 이제 더 이상 고립된 민족이 아니다.
수도권인 평양 외 지역에서는 비참한 자신들의 현실이 한국이나 미국 때문이 아니라 (북한의)현 체제 탓이라는 것을 알고 있는 사람들이 이미 많다.
또 정확한 메시지를 전달해야 한다. 예를 들어서 그들에게 인류애적인 지원을 하려고 노력하고 있지만, 북한 정권 체제로 인해 주민들이 굶주림과 아사를 경험하고 있다는 것을 정확히 알려야 한다. 북한 지도층들에게는 이제는 개혁과 개방의 때를 맞았다는 것을 알려야 한다. 동시에 그들이 하고 있는 것이 북한 주민을 대상으로 한 범죄행위라는 사실도 함께 말이다. 이것이 내가 한국에서 ‘재판소’를 설립해 탈북자로부터 증언과 증거를 모아 북한 주민들을 대상으로 범죄를 벌인 이들의 죄를 물어야 한다고 주장하는 이유다.
왜냐하면 모든 북한 주민들 역시 대한민국 헌법에 의거한 한국 시민으로 법적 권리가 있기 때문에, 재판소 설치를 통해 학대받은 주민들을 보호하고 정의롭고 평화로운 통일을 준비하는 방법이라고 생각하기 때문이다.
이를 통해서 정치범수용소를 운영하고 국제 지원을 가로채고, 탈북자들을 때리고 고문하는 사람들을 향한 경고의 메시지가 될 것이다. 한 예로 서울을 중심으로 한 ‘북한인권을위한데이터베이스센터(Database Center for North Korean Human Rights)’는 훌륭한 일을 감당하고 있다고 할 수 있다.
만약 통일이 된다면, (인권운동가의 입장에서)한국에 의해 가장 최우선적으로 이뤄져야 할 것은 무엇이라고 생각하나?
북한 주민들을 존중해주는 거다. 우리 단체는 북한 주민들의 자유와 인권, 그리고 ‘위상’을 위해 싸운다. 북한은 한국 보다 여러 면에서 뒤쳐져 있기 때문에 그들에게 여러 분야에서 발전할 수 있는 기회가 제공돼야 한다.
그리고 규율을 잡아야 한다고 생각한다. 나는 때로 “북한 정권이 무너지면 남한 사람들은 북한 주민들이 떼지어 남한으로 몰려올 것을 걱정하지만 나는 반대 현상이 일어날 것 같다”고 농담조로 말한다.
남한에 있건 미국에 있건 탈북자들(50년 대 탈북자들을 포함)은 다시 고향으로 돌아가 자신의 나라를 복원하려고 할 것이고, 개신교단, 카톨릭 등 종교지도자들도 북한으로 몰려갈 것이다. 사업가들도 투자할 것이다.
사람들은 6.25 전쟁 발발 당시만 해도 북한이 경제적인 동력원으로 남한보다 더 많은 산업자원을 가지고 있었다는 것을 잊고 있다. 남한에 있는 한국인들을 보라. 그렇게 짧은 시간 동안 한국 전쟁을 치른 잿빛 국가를 세계 12위 경제 선진국으로 발전시켰다.
통일 한국은 엄청난 경제적 역량을 가지게 될 것이다. 이것은 중국이나 사업가들도 인식하고 있는 사실이지만, 중국 내 주도권을 쥐고 있는 공산주의 정부가 이를 두려워 하면서 북한 정권 체제를 지탱하는 역할을 하고 있는 것이 아쉬울 뿐이다.
마지막으로 한인 교회들에게 남기고 싶은 말이 있다면?
탈북자 NGO나 남한의 14개 탈북자교회를 지원해 달라. 많은 교회들이나 기독 NGO들은 평양에 가짜 교회를 짓고 북한 정부를 지원함을 통해서 북한 정부에 영향을 미칠 수 있을 것이란 환상에 여전히 굴복하고 있다. 그런 지원은 북한 주민들의 고통을 연장하는 일에 지나지 않는다는 것을 속히 깨달아야 한다.
북한에 직접 방송되는 자유아시아방송 라디오 매체나 탈북자들의 교회를 도와야 한다. 탈북자들의 교회가 진짜 북한 교회다. 그들은 우리의 기도가 필요하고 시간과 재능이 필요하고 그것은 결국 북한에 복음을 전하는 길을 닦는 일이 될 것이다.
한국 많은 교회들은 엄청난 금액의 지원금을 북한이 개방됐을 때 지원하기 위해 준비하고 있다. 그러나 교회는 건물이 아니다. 교회는 사람 자체이며, 북한 사람들은 한국이나 미국에서 살며 자유가 있는 우리들의 기도와 자원이 필요하다. 탈북자 NGO, 탈북자 교회, 자유아시아방송 등 북한 자유를 위한 노력을 펼치는 이들에게 많은 지원이 필요하다.
현재 한가지 기대를 가지고 준비하는 프로그램이 있다. 탈북자 출신 목회자가 진행하는, 주체사상과 기독교를 비교 대조하는 라디오 프로그램을 북한으로 방송하는 것이다.
바라는 것은 한국과 미국에 있는 교회들이 자매 결연해 한국의 탈북자교회들을 지원하고 라디오 매체들을 돕는 것이다.

-It's been over a week after Kim Jung Il died, but we still have to wait and see how would Kim Jung Un treat their people and the other countries around. In this particular time, what is the biggest concern of yours as one of the human right activists?
ANSWER: My biggest concern is that we will see an increase of human rights abuses against the North Korean people. I base this on two observations: first, Kim Jong-il bypassed his two older sons to choose Kim Jong Un, which suggests that he was the most like his father: ruthless and cruel. Second, if you look at the past year, you saw an increase in the number of political prisoners, a tripling in the number of public executions, and more assassinations in China of North Korean refugees and the humanitarian workers trying to help them carried out by North Korean agents. This was a result of the work to consolidate power to prepare for the succession of Kim Jung Un so we can expect to see more purges and human rights abuses during this succession.
-What are your thoughts about the future NK, and how would you want them to be?
ANSWER: My goal is to see North Korea free, to have the opportunity to establish itself as a democratic nation and then peacefully be re-unified with South Korea. Right now is a critical time but also a tremendous opportunity. It is not so important what happens in North Korea but what happens outside North Korea -- how South Korea, the United States, and the other nations of the free world respond that could change things in the future. For example, we should be raising our voices ever louder on the human rights issues and speaking directly to the North Korean people so that they know that our concern and care is for them. Because of the increasing flow of information into North Korea, North Koreans are no longer isolated. Those outside Pyongyang especially know that the source of their misery has been this regime, not South Korea or the USA, as they no longer believe the propaganda that is fed to them by the regime.
We also need to send a very clear message to them for example that we have been trying to provide them humanitarian assistance, but it is the regime that has caused the starvation and death and misery. We also need to send a clear message to the elites who keep this regime in power-- now is the time to reform, to open up. We also need to put them on notice that they will be held accountable for the crimes they are committing against the North Korean people. This is why I have been calling on South Korea to establish a tribunal and to collect testimony and evidence from the defectors to prosecute those who have committed crimes against the North Korean people. Because all North Koreans are citizens of South Korea under the Republic of Korea constitution, they have legal standing. This is an important way to address these issues and prepare the way for peaceful unification in the future by seeking justice for those who have been abused by this regime and putting on notice those in the regime who run the political prison camps, divert humanitarian aid, beat and torture refugees: one day you will be held accountable for your crimes. The Seoul-based Database Center for North Korean Human Rights is doing an excellent job of collecting information on specific cases, for example.
-How many NK Refugees are in the World(or S.Korea, China if you know), and how are their living situations?
I believe there are well over 25,000 North Korean defectors who have safely resettled in other countries, most live in South Korea. However, there are thousands of defectors in China, the estimates range from 35,000 to 100,000 and it is very hard to know the precise number because of China's inhumane and brutal policy treatment of them. South Korea has established some wonderful programs to help North Korean defectors with resettlement that are far superior to any county, but it is still very hard for them.
However, what is happening in China I describe as the most solvable human rights crisis occurring in the world today: China, in violation of its international treaty obligations, continues to repatriate North Korean refugees to North Korea knowing full well that they will most certainly be tortured, most certainly be imprisoned, and in some cases executed for fleeing their homeland. China's policy is barbaric and has led to the exploitation of these refugees especially females, eighty percent of who end up being sold as "wives", into brothels or forced to do internet pornography.
They are among the most vulnerable refugees in the world entirely because of China's policy of repatriation and refusal to allow the UNHCR access to these refugees. Think about this for just a moment: China will allow North Korea assassins to have the freedom to move about their country to kill these refugees and the Christian humanitarian workers who are trying to help these refugees BUT will not allow the UNHCR, whose sole purpose to exist is to help refugees, to have access to the refugees and will jail its own citizens for trying to help! China's government should be condemned by the world for this policy.
-Could you tell us how many political prison camps are in NK? Please explain their situation briefly.
ANSWER: There are at least six political prison camps in North Korea in which at least 150,000 men, women, and children are held. They are death camps where people are worked to death and starved to death. Most of these inmates are innocent people and they do not even know why they have been sent to a political prison camp or how long they must remain there. People are treated as slave laborers working 15 hour days with little food and living in unsanitary conditions. Entire families are sent to these camps if just one member of the family is accused of a "crime": a crime could be listening to a foreign radio broadcast, complaining about the food situation, or not showing proper respect to the dictator.
-If Korean churches in US can participate and shout out together, it would be much effective. But it seems few Korean churches are having interest about the human right issues in N. Korea. What are your opinions? If you agree what do you think the reason is?
ANSWER: I have pondered that question a lot. Why is it that Korean churches send so many missionaries abroad, but stay silent on North Korea. I think it is a result of the spiritual warfare over the Korean peninsula.
Let me explain: Oftentimes when I speak about North Korea human rights issues, people will ask me:"Why do you care about this issue, you are no Korean?" I answer that if I had come to tell them about the holocaust, they would never think to ask me: "Why do you care, you are not Jewish?" Or if I came to tell them about Rwanda, they would never ask me" "Why do you care, you are not African?" The point is that EVERYONE should care about what is happening on the Korean peninsula. It is not a Korean issue, it is the worst human rights tragedy occuring in the world today. I believe that this is part of the spiritual warfare over that nation to blind people to this reality.
-Many people insist we shouldn’t support N. Korea directly, but there are still people who are helping directly through sending food or medicines. What do you think about that? Do you think it is ok to send them through organization which located in NK? If you don’t think so, why is it?
ANSWER: This is a very tough question and there is no easy answer. However, I would not provide any aid to North Korea through any means unless we are able to see it consumed or utilized by the intended recipient. In other words, we must have the ability to be there on site to see that the food is eaten by the starving mother and the medicine is given to the sick child. There must be strict monitoring to the point of consumption. Otherwise, the aid will be diverted by the regime and only available to the military, the elites or end up being sold in Pyongyang to help the elites. We saw this repeatedly as the regime used its resources to develop its nuclear weapons program while millions of its citizens died of starvation.
-Have you faced limit or frustration as a human right activist for N. Korea Refugees? If you had, what was it?
ANSWER: Every day is a frustration. It never seems to end and sometimes I feel that despite all this effort nothing seems to change for the people of North Korea. Certainly, I can point to hundreds of peoples whose lives have been saved by our work, but every day in North Korea hundreds die, so it is always frustrating.
-As an American, how did you have the passion in your heart toward N. Korea people?
ANSWER: That is a good follow up question, because in total despair and frustration I angrily cried out to God, "Why have you burdened me with North Korea?" He gently reminded me that He had simply answered my prayer as I had prayed to Him to bring my heart for what was breaking His heart. Then, I realized that what was happening to North Korea was breaking God's heart.
-As a Christian, what made you so passionate? Could you share some of your faith journey?
ANSWER: It has been very, very hard but I have seen some miraculous events happen. I will describe just one: In 2002, we started a list of all the North Korean refugees who we knew had been seized by the Chinese police and all the humanitarian workers that had been jailed in China for helping them. Every time we have a protest at the Chinese embassy we read the list aloud -- it is hundreds of names but we do it faithfully every time. One name we read aloud was Kim Hee-Tae, who was a South Korean Christian who had been caught helping North Korean Refugees and was in jail in China. He was beaten in jail and treated terribly. This list that included his name along with hundreds of others has been read aloud at protest rallies in front of Chinese embassies all over the world. We have attempted to deliver the list to the Chinese requesting they account for the refugees and release the humanitarian workers, but the Chinese always refuse to receive it.
One time we pushed the list under the door of the Chinese Embassy in Washington, D.C. and as we turned away from the door, we heard a SWOOSH and a THUMP, the Chinese had thrust the list out the door refusing to accept it.
I sometimes wondered whether our protests at the Chinese embassies were effective, but a month after a protest in Warsaw, Poland, in which we had read the list aloud in front of the Chinese embassy, I got this email message from human rights activist Kim Sang-Hun: “I have very encouraging news for you, Suzanne! Kim Hee-tae was found "not guilty" by the Chinese court and he is now with me in Seoul. One of the first things he told me was that...he managed to keep a radio at night in the prison...and, one night, heard your voice calling his name in front of the Chinese Embassy in Poland through Radio Free Asia. Isn't it amazing! He was so encouraged and filled with new strength to fight at that time.”
Can you imagine? It is a miracle that Kim Hee Tae was secretly listening to a radio in China at the exact moment that Radio Free Asia was broadcasting a story that recorded his name being called at a protest in Poland.
-At last, if Korea unification happens, what do you think the most urgent thing for South Korean should do?
ANSWER: Treat North Koreans with dignity. Our Coalition fights for the freedom, human rights and dignity of the North Korean people. They will be so far behind South Korea in every way that we must allow them the opportunity to build themselves up.
And Be orderly! I often joke that when the regime collapses in North Korea, people are afraid that refugees will be fleeing en masse to South Korea. Not so! Do The opposite will happen!
North Korea defectors whether in South Korea and America including those that fled in the 1950s, will be going home to rebuild their homeland and imagine the Presbyterians, Methodists, Catholics, Baptists and other ministers rushing to get there first and not to mention the businessmen and women ready to invest!!!
People forget that North Korea was the economic powerhouse and more industrialized than South Korea when the Korean War broke out. Look what Koreans did in South Korea in just a very short time -- out of the ashes of the Korean War they built the 12th largest economy in the world.
A united Korea will be an economic power that will bring prosperity to everyone in the region- even China must recognize this and business people there realize this would be a great thing for China too, but the communist regime in China (CCP) still in power fears this and hence, keeps propping up the DPRK regime.
-Do you have any other comments you want to contribute with for Korean people?
ANSWER: YES, please invest in the defector NGOs and the fourteen North Korean defector churches in South Korea. Too many Christian churches and Christian NGOs have succumbed to the illusion that they can influence the DPRK regime by building fake churches in Pyongyang and by providing aid to the regime -- they are only prolonging the suffering of the North Korean by providing assistance to this regime.
Many churches in South Korea have also set aside vast amounts of money to be ready to build their churches in North Korea when North Korea opens up. But the church is not a building. The church is people and the North Korean people who need us are here in the free world in South Korea and in the USA -- these defector NGOs need our support to reach out to their homeland with true information like Free North Korea Radio and Fighters for a Free North Korea AND there have been established 14 North Korean defectors in South Korea, this is the church that we must help. This is the true North Korean church. They need our prayers, our time, our talent and our treasure to help them in their two fold mission to restore the lives of those who escaped this regime and prepare the way for the Gospel to come to North Korea. I hope that churches in the ROK and USA would consider adopting these churches as a wonderful missions opportunity. I am also looking for financial support for a radio program we want to broadcast into North Korea that contrasts Christianity with kimjongilism that would be hosted by a North Korean defector who has become a pastor.
