한미연합회 로스앤젤레스(대표 유니스 송, Korean American Coalition, KAC)는 18일, 일본 위안부 피해자들을 자발적 매춘부로 규정한 마크 램지어 하버드대 로스쿨 교수의 주장에 대한 성명서를 발표하고 램지어 교수의 논문 철회를 촉구했다.

한미연합회는 "제2차 세계대전 당시 일본제국군에 의해 성노예로 희생된 위안부 피해자들의 악몽 같았던 경험을 훼손하고 부정하려고 시도하는 하버드대 존 마크 램지어 교수의 역사 왜곡 행위를 한인사회 및 아시안 아메리칸 커뮤니티와 함께 강력히 규탄한다"며 "램지어 교수는 풍부한 역사적 증거, 위안부 피해 생존자들의 증언, 그리고 국제연합(UN)의 사실인정을 의도적으로 외면하면서, 납치, 강간 및 심한 학대를 당한 어린 소녀와 여성들에게 자행된 잔인하고도 조직적인 성폭력 사태를 왜곡하고 있다"고 강조했다.

한미연합회는 "어떤 출판물도 학문의 자유라는 미명 하에 이런 수준의 노골적인 거짓과 역사 수정주의에 대한 신뢰나 정당성을 부여해서는 안 된다"며 "문제 논문의 출판을 단지 늦추는 것이 아니라, 논문의 완전한 철회가 이뤄져야 한다"고 강조했다.

한미연합회는 하버드대 교수의 위안부 역사 왜곡 행위를 규탄한다

한미연합회 로스앤젤레스(KAC)는 제2차 세계대전 당시 일본제국군에 의해 성노예로 희생된 위안부 피해자들의 악몽 같았던 경험을 훼손하고 부정하려고 시도하는 하버드대 존 마크 램지어 (J. Mark Ramseyer, 미쓰비시 일본법학 교수)의 논문 "태평양 전쟁에서의 성매매계약(Contracting for sex in the Pacific War)"과 관련 논평을 아시안 및 아시안 아메리칸 커뮤니티와 함께 강력히 규탄한다.

당시 일본 정부와 일본제국군이 철저히 계획하여 성노예 제도를 운영하였음을 증명하는 풍부한 역사적 증거와 아직까지 살아있는 많은 위안부 피해자들과 이들의 생생한 증언과 더불어 국제연합(UN)이 사실을 인정하고 있음에도 불구하고(링크:UN 원문 보기) 위안부를 자발적인 매춘부로 규정하는 램지어 교수의 주장은  허무맹랑(虛無孟浪)하기 그지없다.

그는 일본 정부가 일본은 물론 미국에서도 위안부 피해자를 기리는 소녀상을 철거하도록 요구하고 있고, 역사를 가르치는 교과서에서 위안부에 관한 언급을 삭제하는 등 고의적으로 역사 왜곡 시도를 하고 있다는 사실과 일본 정부가 위안부 피해자들에 대한 공식적인 인정과 사과 그리고 배상을 회피하고 있는 실상을 전혀 고려하지 않고 오히려 악의적이고 편협한 주장을 펼치고 있는바, 우리는 이에 대해 개탄하지 않을 수 없다. 

제2차 세계대전 당시 주로 한국을 비롯하여 필리핀, 중국, 싱가폴, 미얀마, 베트남, 태국, 인도네시아, 대만 등 여러 아시아 국가의 여성 약 200,000명이 일본제국군의 성노예로 강요당하였다. 여성과 어린 소녀들은 강압과 폭력, 속임수로 끌려와 끔찍하고 비인도적인 상황에서 성 노예로 강요받으며 인권을 유린당했다.

제2차 세계 대전 후에도 위안부 피해 생존자들은 외상 후 스트레스 장애, 성병, 불임, 생식기관 손상 등으로 인한 극도의 신체적, 정신적 고통을 겪었다. 대다수의 피해 여성들이 극심한 사회적 낙인과 편견에 직면하였으며, 트라우마, 수치심, 또는 지극히 사적인 숨기고 싶은 영역이라는 이유 등으로 자신들의 억울했던 경험을 이야기 하기를 꺼려했다.

램지어 교수는 자신의 논문에서 "여성", "매춘부", 그리고 "계약"과 같은 단어들을 사용함으로써 납치, 강간 및 심한 학대를 당한 어린 소녀와 여성들에게 잔인하게 자행된 조직적인 성폭력 사태를 왜곡하여 포장하려 한다. 이렇게 함으로써 그는 끔찍한 경험을 이야기한 많은 여성들의 증언을 훼손하고, 더 나아가 역사적 기성사실(旣成事實)에 관하여 실증을 바탕으로 논의되는 학계 입장을 고의적으로 무시하고 있다.  

한미연합회는 학문의 자유의 가치를 존중한다. 하지만 "학문의 자유"가 방어할 수 없는 주장에 대한 변명이 될 수는 없다. 그의 논문은 신뢰성이 희박하다. 학술 출판의 공정한 규칙은 합리적 토론이 가능한 논제를 전제로 하는 것이다.  금방 탄로날 허위를 출판하는 것은 여기에서 벗어난다. 「Elsevier」와 「International Review of Law and Economics」는 이 논문을 발간 함으로써 제 2차 세계 대전 중 강제된 여성의 성노예 제도가 확정된 사실이 아니라 논쟁의 여지가 있는 추정이라는 메시지를 전달할 것이다.

어떤 출판물도 이런 수준의 노골적인 거짓과 역사 수정주의에 대한 신뢰나 정당성을 부여해서는 안된다. 그러므로 한미연합회(KAC)는 램지어 교수의 문제 논문의 출판을 단지 늦추는 것이 아니라, 논문의 완전한 철회를 촉구하며, 이러한 역사 왜곡 시도에 대해 다시 한 번 강력히 규탄한다.

Korean American Coalition Opposes Comfort Women Article by Harvard Professor

The Korean American Coalition - Los Angeles (KAC) stands with the Asian and Asian American communities in condemning the article ("Contracting for sex in the Pacific War") and op-ed written by Professor J. Mark Ramseyer, Mitsubishi Professor of Japanese Legal Studies at Harvard Law School, which attempts to undermine and deny the lived experiences of comfort women who were forced into Japanese military sexual slavery before and during World War II. 

Professor Ramseyer's revisionist claims of comfort women as voluntary prostitutes are a grave distortion of historical facts, as there is overwhelming evidence, living proof, and even UN recognition that proves the existence of systematic sexual slavery. He fails to consider the Japanese government's deliberate efforts to erase this history in their demand of the dismantling of comfort women memorial statues, the removal of any mention of comfort women in Japanese textbooks and their attempts to do so with U.S. textbooks, and position to steer clear of official government recognition and compensation. 

About 200,000 women, primarily from Korea, but also from other Asian countries, including the Philippines, China, Singapore, Myanmar, Vietnam, Thailand, Indonesia, and Taiwan, were forced into systematic sexual slavery by the Imperial Japanese military during World War II. Through coercion, violence, and deception, these women and young girls were abducted and forced into sexual slavery in inhumane conditions. Post-World War II, comfort women survivors suffered from post-traumatic stress disorder, sexually transmitted diseases, infertility, and damaged reproductive systems. The majority of these women and girls faced intense stigma upon return, and whether it be due to trauma, shame, or desire for privacy, many were reluctant to speak about their experiences. In his article, Ramseyer utilizes terms like "women," "prostitutes," and "contracts," to neutralize the the horrific acccounts of organized sexual violence against young girls, teenagers and women who were kidnapped, raped, and severely abused. In doing so, he undermines the accounts of survivors who spoke up about their  horrific experiences. Furthermore, he deliberately dismisses a diverse range of existing scholarship on a settled historical account.

KAC recognizes the value of academic freedom.  However, "academic freedom" is not an excuse for indefensible scholarship.  Publications in respected journals carry the imprimatur of credibility. Issues subject to reasonable debate are fair game for academic publication.  Publishing demonstrable falsehoods, however, falls outside this scope.  By publishing this article, Elsevier and the International Review of Law and Economics, convey the message that the forced slavery of women during World War II is not a settled fact, but rather a supposition open to debate.  No publication should give credence or legitimacy to this level of blatant falsehood and historical revisionism. Rather than simply delaying print publication of J. Mark Ramseyer's problematic paper, KAC calls for the complete withdrawal and condemnation of this paper.
